Singapore’s Infocomm Media Development
Authority (IMDA) has published new technical specifications for eSIM (eUICC)
equipment and updated its equipment registration framework accordingly, with
the related requirements taking effect on 27 August 2026. eUICC stands for
Embedded Universal Integrated Circuit Card, commonly known as eSIM. IMDA has
divided the eUICC requirements into two separate documents:
IMDA TS eUICC SMT – CE Device: applicable
to Consumer Devices
IMDA TS eUICC SMT – M2M Device: applicable
to Machine-to-Machine (M2M) Devices
From
the effective date, applicants registering eSIM-enabled wireless products in
Singapore must identify the applicable eUICC specification based on the
product’s Remote SIM Provisioning architecture (for Consumer Devices, operator
profiles are downloaded at the user’s initiative; for M2M Devices, they are
pushed and managed by a back-end server) and demonstrate compliance with the
corresponding technical specification. Otherwise, the registration application
will be considered incomplete.
